Please refer to your letters of the 4th and 6th March

to Pitblado about Hong Kong University. As I told you yesterday morning we have no objection to your informing Hong Kong that provision may be made in the Colony's estimates for a grant of $4 million towards capital expenditure on the reconstruction of the University, and a grant of $1 million towards recurrent expenditure in 1948/49. It seems to us probable that it will not be necessary to make provision in the 1948/49 estimates of the Colony for the full $4 million in respect of capital expenditure. Subject to this point we have no objection to raise to the Governor's proposals for subvention in 1948/49, and you will no doubt wish to amend accordingly paragraph 1 of the first of the draft telegrams enclosed in your letter of the 4th March.

I explained that we have not yet had time to examine thoroughly the proposed statement on the future of the University of Hong Kong, and we shall have to write to you about that a little later.

I am sending a copy of this letter to McDermott at the Foreign Office.
